what is a rocktron all access

No. It is for controlling digital processors, digital recorders, digital lighting controls, sequenced prerecorded tracks, and other devices that can accept external controller input via MIDI. Please Google "what is MIDI" or "basic MIDI tutorial" etc. There are some digital pedals that accept MIDI control, but most pedals don't.

The Rocktron is a MIDI device, which can control stage lighting, and prerecorded tracks, or other midi available rack mount processors...

However, if you had a MIDI Looper, the rocktron is a highly programmable midi switcher which can facilitate pedal changing, and even control multiple banks of devices at the same time.

You can control pedals, but another device is required. Many people use it like this. Voodoo labs has a setup like this which requires 2 devices, a pedal controller, and Midi looper. The All Access is the same thing, but costs more, and ca do more (presumably)
 
That's right. How many different loops/combinations do you want? A simple two or three loop bypass box can be fairly inexpensive, and there are a couple of dual-loop pedals that can switch the order or direction of the loops, that don't cost too much. But if your needs are more elaborate, then you'd want to look at a switching system by CAE or Voodoo Labs (which, as kaputsport points out, can be used in conjunction with the All Access).
 
Yes. The idea is like so:

bass --> looper input
loop send --> effect 1 --> effect 2 --> effect 3 --> loop return
looper output --> amp

So whenever you stomp on the one footswitch on the looper, all three effects are switched on/off at the same time.
