overplaying is when you suck out the soul of a song by jacking off a bunch of notes that aren't necessary to feed your ego.

Most of Billy Sheehan solos fit into that category. IMHO
What do you mean, overplay???? didn't everyone in the audience come to see me? I am the most important member of the band. I try to play at least as many notes as the keyboard, and if he's winning, I'll play octaves and chords and hemi-semi-demi-quavers. Also, If someone in the audience is only staying for one song, I'll make sure they hear my entire repertoire of tricks and licks. Overplay?...me?...never.
live version where Patrick (is it really him? I can't really tell) plays a P bass which sounds a lot better to me. As the tone is a lot less cutting and most of the low notes blend with the rest of the instruments, the bass line seems a lot less busy.
That isn't overplaying - the point of Dragonforce is that they are ridiculously over-the-top. Playing loads of notes isn't necessarily overplaying if it suits the song - see Level 42, Red Hot Chili Peppers, etc
Overplaying is when you play a Primus bassline over the top of Mustang Sally.

Is it cool or fun to see a solo thats only quarter-root notes? I think billy is very good, and in songs he rides the root with some fills now and then. He does it in a way which is tight and holds the beat. IMO and IME. But some of his solos it quite over the top, but he is capible of playing very simple too.

Sure.
He knows how and when to play, no doubt of it.
I was only referring to his solos (most of them)
