Sounds like a flanger or phaser. And maybe even a filter. Or the flanger or phaser could just be set pretty drastically.

Yeah sounds like a phaser or flanger on the bass and then maybe a wah or more modulation on the guitar a bit after.

Jeff uses and has used an MXR M117 flanger and a couple different Boss choruses. That sounded like a flanger to me.
