Aunt's Brother's daughter is your Aunty's Niece. So by marriage, your she is you Uncles Niece as well.
I'd refer to her as Uncle's Niece!
No you're not related and yes you can date her.

first time back in a while and this reminds me of that painful everyone wants to play some funk with their relative thread
At most she's a second cousin. In fact I wouldn't even go that far. So it's perfectly fine to date her. You know you wanna. 
well actually...i wouldent really want to date her for 3 reasons(unless she was really really nice):
1. she lives in china and im only seeing her this summer because her and two of my cousins are coming over to the UK to visit my family.
2. she is 2 years older than me, and however distant she is still somehow related
3. last time i saw her was 10 years ago and i have no idea what she looks like(however they are coming tomorrow)
when I told my friends that my distant relative was coming over, guess what was the first thing they asked???
"is she hot??" and then when I replied "are you serious?"
they all denied it, but I know that they actually want to know
also, the other 2 cousins that are coming over are annoying they have done many things to piss me off in general. on is 2 years younger the other is 4. this really isnt good because im doing some routing and painting for my bass this summer...
