What pedal can get with this same effect?

Heh, goofy kid.

Sounds like a pitch-shifting delay, but there could well be some modulation on the repeats. It could be based off of an idealized Boss PS-3... to make that exact noise I would probably send the wet out of an analogue delay to the PS-3 in reverse or slow pitch shift mode, going to +1 oct. I would go EHX DMM or MXR CC >> PS-3

You could also rig something up with a delay pedal and a pitch shifter, with the wet out of the delay going to the shifter, maybe using a feedback loop.

EDIT: Come to think of it, you could do it with any two delays in series, so long as you rigged up the second one to act like a PS-3 by having some sort of real time control over the delay time. The new Boss DD-7 could fill that roll, you'd just have to get good at using an expression pedal to get the proper pitch.
