Honestly I couldn't tell you. I know both are modded to be expression pedals. I bought it and the Brain Freeze together and Mario already had a payment for another project that I canceled so I can't be exactly sure but I believe the modded VP Jr was $140.
I believe he'll also mod existing VP Jrs but I couldn't tell you the price for that.
I think you can just use a Y cable with a TRS/Stereo jack going to 2 TS/Mono jacks to turn a passive volume pedal into an expression pedal. I bet the mod does something similar by wiring the input and output of the pedal to a single stereo jack socket.
