You can get the luminescent powder in all different colors at an art supply store. It's very simple to make your own dots with the powder and CA glue. My late buddy Mike Lipe made luminescent side dots that way on his guitars for years. He had me make up little aluminum sleeves to add a silver ring around the outside for extra class. He'd drill the hole in the neck, set in the aluminum sleeve, mix up the powder and CA glue, and dab it in there. That was about it. File it off smooth and polish. He bought the little charging flashlights somewhere online.
You can also pre-cast the dots yourself, rather than buy the expensive stock from Luminlay. Make up a silicone mold with a bunch of little cylindrical cavities. Mix the luminescent powder with epoxy, or CA glue, or some other clear resin. Pour it in the mold, and pop out little cylindrical luminescent dots of whatever size you want.
