There's two parts: Picasa, which is an app for organising your pictures, and Picasaweb, which is the online hosting service connected to it.
The previewer part of Picasa is pretty slick, you can just click on "upload" and it does everything for you: upload to the host then open your browser so you can set up the image link size and type.
