The better question is "When do you know when you don't have enough basses?"

Re-framing the question that way, I don't need more than two. As long as I'll always have, 100% of the time, a suitable bass for any gig that I commit to doing, then I have enough basses.

To be honest, I own three, but one of them only comes out of the case, when I get the notion to check to make sure it's still in the case. That is, if I remember that I own that third bass.
 
I deduce that you are a young person. I say this in reference to the option "older than 35". If I am in error, I apologize. Continuing with the assumption from my first sentence, you must not have been infected with the deadly GAS! I would wager that most of us that are truly consumed in the bass genre would not be adverse to answering your question as such: I would accept that I have enough bass instruments when I have used all the wall, basement, attic, etc., available. And I would seriously consider renting a commercially available, climate controlled storage space. Having said this, I really don't think I have a GAS issue. GAS is a dawdle.

I'm 42 now, but when I was 35, I started questioning myself about this ''problem''.
Currently own 3 bases, and looking for a 4, with a dilemma do I actually need it. That was a trigger for this tread.

I realised that I missed some important answers as a choice, but You are here to add them and make it interesting.

I know there is no right or wrong answer, but it makes it interesting and indicates personal views on the topic.

Good luck, and keep the number high, it is in any case more reasonable and noble than many other things on which a man could spend his time and money.

When you have one bass that works...

That is "enough". Enough to practise with, enough to play music with, enough to learn how to play with others with. Most often, getting more than one bass is more about exploring your preferences in terms of tone, number of strings, "feel", aesthetics, etc.

Of course, you can tell yourself that that first bass doesn't "work" for certain values of "work", in which case:

Never... There's always space for one more in the collection.

Right now, I can achieve all my goals with three of my basses, but I still pick up the others now and then because they're all a little different. So I guess that for me the answer is 1, 3 and never.

I didn’t select anything because my answer is different.

It’s when you know you have all the tools to do your job and I feel like you have no need for another.

If you were presented with a great deal and still don’t take it then its time.

At one point I had seven. I sold 6 of them and am fine. It was a hassle having all those basses. These are some of them:
