Where to get shielding paint cheap?

Water ionizes (chemically, not physically) pretty well to become conductive, though that should have no effect after drying.

I am thinking the solvent based acrylic is encapsulating and segregating the individual conductive particles, my theory is that the water based product doesn't insulate as well.

You may have something there, to be a little pedantic, H2O doesn't ionize very well at all, it is actually the impurities in the water that provide for good conductivity.

Yes, that is absolutely correct. The DI water we use at work is used to cool 50,000 watt induction coils. It is not conductive at all
 
I don't think that the MG Super Shield Nickel is water-based. From spraying and smelling it, it seems like clear Krylon with nickel powder added.

I'm not so sure that water-based would be better than oil-solvent-based paints. I think the conductivity is in the quantity/percentage of metal that's mixed in.

I wonder if my proposed copper powder into water-based Varathane mix will end up turning the copper green?

I doubt it, copper turns as a result of oxidation. I'm not aware of it turning green from other interactions.
