Where to report users?

Anyone know where I can report users? I paid for a bass in the talkbass classifieds and the seller said he would ship next day. He was very responsive via text message until the day he was schedule to ship. Now he won't respond to me although I've seen him active on facebook. I filed a PayPal dispute. He should be banned from posting in the classifieds here. User is jamespapia. Facebook is https://m.facebook.com/beyondhairy
 
Only thanks to paypal's buyer protection. I recommend reading their guidelines carefully before making these kinds of purchases.

As someone who now has real world experience, care to elaborate a little bit? What is the most important thing you learned? I've heard people say that PayPal won't cover you outside of eBay, any truth to that?

I've done hundreds of deals online, over about 15 years online, and I guess I've been lucky that I haven't been majorly scammed along the way.

The buyer protection policy states that partial payments will be ineligible for coverage. In this event, the "seller" asked me to send an additional payment to cover the Paypal fee. Had I done so, I think Paypal would have refused my claim.
