Which looper (record/repeat) will do what I need?

I'm having a difficult time finding the right looping pedal without having to spend big money. I know the Boomerang III will, but I'd love to avoid spending that kind of money. I would love two speparate loops if possible (any built in effects must control each loop separately, or else one loop that doesn't degrade. I want reverse and double speed. That's really it. Why is this so difficult to find? Thanks all.

The Ditto X4 can do what you want but I don't think you can apply effects to the loops individually. TCE has hinted at possibly fixing this in future firmware updates.

Somehow I created two threads with the same title.....anyway, I actually just sold my Ditto X4 because the effects could only control both channels at one time. I'd get it again if they fixed that (seems like a major oversight to me).
