Which phaser and Octave pedal for me?

For Octave pedals the MXR is a very fine pedal. Highly recommended.
I use the BYOC Divided Octave. Big foot print but very orgainic sound.
Not quite as reliable as the MXR when it comes to the precision of notes.

For Phasers: MXR Scrip is great on bass, the Block is good too.
I use a Boss PH-1R and a Moog MF-103. That last one is huge, expensive but for phase there is nothing like it. Last thought for a very wild phase ride Roland AP-7 Jet Phaser.
 
I may be alone in this, but the Carl Martin Two Faze is my absolute favorite phaser for bass. I also have an MXR EVH, a Boss PH2, a Line 6 Mod Pro and a Pigtronix EP2 as well, but the TwoFaze sounds the best to me. The Pigtronix is really, really cool, mind you, but for pure phasing, the Martin wins.

The only negative: it cannot run on batteries.
