Well i live in the Ozark mountains and these trees cover everything around here.. They use it for everything from building homes to fine furniture.. so i was curious is it a tone wood or not? Would it make a good bass? I know that it is very hard..

white oak

Without knowing the specific properties of white oak, I can still say that oak generally is a good neck and fingerboard wood. For fretted boards, it's no less than great!
Oak has been used for bodies, too, with good results. Both as core and as top/back. I'd say it's too heavy for core, but that's my opinion, YMMV.
Generally re. tonewood: any wood can be used as tonewood. The stiffness/weight ratio of the actual piece, and of course where in the instrument it's used, and what other pieces are used, is what defines the "tone". Then you may add electronics and speakers and stuff, and the wood is not really interesting any more - for the "tone", that is
