Who makes a passive P with a J neck?

Yup, and the split-coil only SB-1 and recently reissued LB-100, which has a traditional alnico split-coil and thus will sound more like a Fender. The LB-100 comes standard with the #12 neck, so for a J neck you'd need to order the #6 (1.5" nut, 7.5" radius) or #8 (1.5" nut, 12" radius, and my favorite neck). The non-standard neck is a $50 upcharge. I'm battling serious GAS for an LB-100 with the #8 neck. If my past is any guide, I'll lose...and I think I'm at peace with that. :D
