Sorry don't know the player but I agree, very tasty playing.
The headstock seems to indicate some sort of Fender telecaster bass. However the pickguard appears to be a jazz bass or an old school Precision. The only thing on the Fender website I could find are these:

but I doubt that is what he is using.

It's a normal P-body I think, but with a Tele neck. It does not say "Fender" on the head logo... Yes, he's using pick on this song, fingers on some of the other tracks. And with flats, yes.

I know Kevin Smith replaced Bee Spears in Willie's touring band when Bee passed away in 2011. But, that does not look like Kevin Smith to me.
