That's the case on Prestige SRs with the PWC-3 preamp. They have an active/passive switch, so the preamp is configured for (more or less) unity gain. That way, you can toggle it to your heart's content (or emergency-abort to passive when your batteries run out in the middle of a song) and not have to adjust much on your amp.
Also, for completeness's sake (and because I can't resist an occasion of pimping my own music), here's what my Prestige SR sounds run through a VT, aiming for an oldschool funk tone. Preamp's EQ is flat, and as far as I can remember the balancer is centered, maybe favoring the neck pickup just a little bit.
That was a really nice clip, too - although I liked the bass work, I thought the guitarist really torn that one up!!!
