I wouldn't care at all as long as the neck felt no different at that spot.
It is not a flaw, it is what makes your bass unique.
It adds character and uniqueness to it 
It might initially irritate me, but if the bass played great I could ignore it. It's like a birthmark. It would be easily identifiable if anything would happen to it.
Let's have a multi-page thread about how it seriously affects the tone and you should send it back.
The wood grain is parallel to the fretboard so the neck should be reliable and looks like this little thing is purely aesthetic only.
