Double Bass yay or nay?

It's not improper, it'll just sound like crap. The signal chain begins with those things hanging off your shoulders.

Remember all an amplifier can do (with an upright) is make the sound you're getting out of the bass louder. If you're getting a weak undefined sound that doesn't project acoustically, it doesn't matter what amp/pre-amp/EQ/speaker cabinet/speaker size/pick up etc you are using. All you will get is a LOUD weak undefined sound that doesn't project. Work (with your teacher) on developing a strong acoustic sound, THEN worry about yer amp and ****.
 
Using a BA115 is probably neither "improper" or "perfect".

Selecting and buying a double bass isn't trivial. Like Ed said, if you have a teacher who can help you with that process, and then help you get started with the instrument, that's probably the best route.
