This popup appears both logged in and logged out. Is it legit or a scam?

I believe that is from our ad network partner, Raptive. They handle cookie consent depending on local laws. I will double check to make sure though.

It’s an extremely intrusive pop up. I declined it and then it continues to pop up every time I change a page - sometimes more than once. The only acceptable option for the pop up is to choose “accept” or it won’t stop badgering you
