No. I believe it's been mentioned a few times in this thread already. YES, the string spacing appears to be rather "random" indeed.

Seriously, what's with this random spacing?!?! It seems like it was made on purpose, or at least I couldn't imagine someone drilling without a plan. But maybe I'm reading too much into it...
Why not just play the inside of a piano? Plenty of strings and you wouldn't have to worry about those pesky frets.
The worst thing in the pic is the string spacing, and the uneven ferrules down below the bridge. Even if it would tune up, it would play like crap, and with that many strings and an uncomfortable vibe to begin with, whats the point?
That looks awful especially the neck, it might be better in real life I don't know.
Also if a bass is going to have that many strings I think it at least needs fanned frets.
about the only use I could think of for something that daft is to put it on a keyboard stand and play it steel-guitar style....
or maybe use it as a sideboard.....
