So I have a Hartke 3500 and a Presonus Eureka and I want to run the presonus as an additional preamp to the amp. I want the parametric EQ and the compressor of the presonus, but also I still want the preamp section from the hartke to be sent to the power amp section. I figured running the preamp through the effects loop would work, but it just bypasses the one that doesnt have my bass plugged into it. How can I run both of these effectively?

If you want them both at the same time, that's super easy:
bass --> Presonus --> instrument input of Hartke
If you want to toggle between them, that gets a little trickier, though it can be done.

The best way, depending on how the effects loop works on your amp, would be to get an ABY splitter box. Run the bass into the box, then run the 2 outputs to the pre and your head. Run the output of the pre into the effects loop return of the head.
That way, when you run the pre, you get just the pre (assuming this is what you want),and when you run the head, you get just the head.

If you run the PE in the effects loop, you'll essentially be running through both preamps which may or may not be problematic when balancing gain. It can be done but you'll need to spend some extra time with the preamp input sections of both (read: trial & error). As I understand the situation, you're interested in maintaining the "flavor" of the Hartke pre with the added benefit of the Eureka's para EQ and compressor. As far as stacking preamps, we do it all the time: active basses, pedal-mount pre's like the ToneHammer, etc. I would suggest that you start with input / output levels as low as possible and build from there and, of course, read the manuals. I'm interested in hearing how this project progresses.
