So, basically I've got a pretty tight budget. I've found a RH450 head on sale, but am looking for a cheaper but still solid cab to match it. Thoughts?

A $300-400 cab to go with an RH450?

Used and local, like mentioned above, $400 isn't necessarily a particularly tight budget.

At my rehearsal space the provided cab is a Peavey Headliner 410. I must say that I really like the tone of the cab. It's a sealed 410. MF has them for $299.
I'd would prefer either 2x10s or 2x12s. And this would be for smaller to medium sized gigs sans PA.
However, if I can find a 15 that can push some air on it's own in that price range that would be great.
Why not just get a TC bc210 or bc212? 349 and 399 new. I have a 212 and its decent. Sounded good with my rh450.
There a lot a room for personal taste, but I've run an RH450 with several cabinet configurations/combinations.
Between a single 2x10 and a single 2x12, for standalone, I'd choose a 2x12. IME, between the RS210 and RS212, the 212 is simply the more capable cabinet.
synterx's suggestion on the BC seems worth looking into. I'd want to check the used market though...212's at $400, I'd think you'd have some choices.
A single 2x10 won't take you too far. A pair of them in a vertical stack is a wonderfully versatile system.
GKE MBE 410 or 212 4 ohm. Runs between $400-$500 new but with all the sales you can get it cheaper. They are lightweight and powerful (handles 800 watts I believe).
This is your best bet IMO. Great price for a very solid cab which really "puts out". Choice of 4 or 8 ohms.

It's a great solid combo, but will not be fun to move. If your back is strong it's a good option in your price range assuming it works fine. Combos offer good bang for the buck, but little flexibility. If you blow one cone or have an amp issue, the whole combo becomes useless. If it's not "urgent", I
d advise separates. YMMV.
Would an eden D115XL be a good match? Weight is an issue for me, in fact I might iust spend a but more and get a rs212 from tc.
