Orrrr...they would be much more irritable and prone to even more problems because of their crabbiness. People would be oblivious to the term, "lighten up." But your question isn't precisely clear...you asked what it would look like and replied with a response that deals with the zeitgeist. And as far as what it would look like...bland...like chicken soup with no salt...

My thinking is that people that use mind altering substances to deal with stress , depression etc would develop other coping skills if they couldent self medicate. For those that use it to celebrate or party they just might take to other activites like having more sex or playing bass to enjoy themselves.

I think it would look great. Every time people opened their mouths rainbows would come out and things would be made out of chocolate and apples and every body of water would have surfable waves on it. I agree, the less options you have, the more you'd have to deal and cope, and the more maturity that would require.
