Other than the above....
1. open mics-
2. karaoke at local bars- if you're looking for a singer. you can get some weirdos, but audition them correctly and you can weed them out. it's worked for me in the past. found a really hot lead female vocal for previous band at a karaoke night.
3. Facebook Groups- I'm a member of about 6 local musicians groups on facebook. Just start seaching facebook with search terms that begin with your town or county and "musicians". i.e.- i'm a member of around 6 FB groups with names like roanoke local musicians, roanoke bands musicians page, north carolina musicians classifieds, franklin county musicians, etc.
4. Other local bands- network with other local bands or their individual band members. either talk to their members at shows or contact them on their facebook pages. just make sure you let them know you are not looking to poach a member, but are just looking to network and do they know of anyone looking to play guitar, sing, etc.
I've got a list of 11 drummers, 4 singers, 10 guitarists, and 8 bassists on my substitute list by doing this type of networking. They have my name and number in case i'm needed as a fill in, and i have theirs as well. It's all give and take.
