This article says he shot it out of a helicopter. The distorted buildings on the top and bottom of the photo does make it look like a drone photo though.

That reminded me of this flying car. The vehicle pictured is an X-PAK 400, created by George Barris in the early 1960s during the Battle of Air Cars
