C standard with flats tuned down or up? (Chromes?)

So I'm going to be tuning to C standard on a 4 soon and wanted to stick with flats but wasn't sure if I should use a 5 set and lose the G or use a 4 and tune down? I'm probably going with medium chromes as I don't want to spend much more than that.

I've never experienced the 5 chromes, can anyone tell me how stiff that B is? I imagine the tension with tuning down on the medium 4 isn't too bad but I wanted to pick actual users brains.

Also I want to put them on a short scale

If you use a B string of a 5-er set of chromes, it'll have a gauge of .132". On a standard long scale bass it'll produce a tension of 37.5 pounds. Tuned to C this will rise to 42 lbf, which is still within a comfortable range, both for the bass and the player.

If you download the D'Addario tension chart, you'll find the tension for most of their strings in all tunings.
