It's becoming increasingly annoying to stop by to visit and instead get blocked by a slow-loading "verify I'm human" page from CloudFlare.

Hi! Does the cloudflare page have a Ray ID near the bottom of the page? If I can get that I can easily see why Cloudflare is flagging your IP and whitelist it. I can also try searching for your IP...
Edit: Nevermind - I was able to find your IP in the cloudflare logs. For some odd reason the cloudflare machine learning algorithm tagged your IP as "likely automated" and thinks it's a bot. This could be from the previous user of the IP using it for bad purposes. Anyway, I have whitelisted the IP so you should be all good. If your IP changes or if you get more of these verification takeovers, please let me know.

It may be because I use my computer in different locations, with different network providers (and there's a state border in the ~4 crow miles or 8 road miles between them.) In neither location is my computer IP on the public network (it's behind a router both places, in private address space.)

I've seen it but only when I'm on some weird network, that probably has security or weirdness features, like guest access at a corporate site, or hotel wi-fi.
Same, I started visiting TalkBass less since last year because of this everytime.
But recently, it seems that most forums that I visit also use CloudFlare to restrict my access :/

I had it for the last few months every time. Got a new computer two weeks ago and have not had it... yet. 
Not to scare you, but have a virus scanner scan your Wi-Fi or get Malwarebytes.
Doesn't mean this is happening but sometimes an older router, slower router is sending too many packets and things so the website may think you are trying to Ddos or a bot.
Also if you are opening up a lot of websites, have slow internet, bots usually aren't running on fast servers so this is the things cloud flares look out for.
This is just my hunch not a fact or anything best of luck.

Cloudflare is a royal PITA lately as it has been hanging and looping for extented periods before letting me in to Talkbass. There has to be a better way of verifying users others than relying on this obstructive, annoying piece of sh*t software.
