It actually plays into the story. Tom Cruise constructs a fictional life on memories.

Exactly! That is Postmodernism. Taking something from the past (Tom Cruise's dreams) and using it as a model but updating the content (constructing a fictional life). In terms of the scene from the movie, it is using the composition from Bob Dylan's The Freewheelin' album to base the scene in the movie. It creates familiarity and immediate recognition. The director of photography and director definitely based this scene from the album. It even has the blue VW bus on the left as a nod to the album.
