That's Wilfrid Brambell - star of classic TV show "Steptoe and Son".
That show was remade in America as "Sanford and Son", so he's basically the Irish Redd Foxx.

He’s always reminded me of a picture of my father’s Irish School Master...known in hushed tones as ‘Master Downes’.
He’s been in dozens...100?... movies.

I don't know...I've seen some other photos from this shoot, and I think they were around the time that Neil was just getting going with the band, at least I had read that somewhere. Although, looking at Big Al's hair, it looks like AFTK/Hemi era.
