Here is what he wrote me when I asked the origins on the bass

This is a real Tobias. It was assembled in the Korean factory within
the two year period that Gibson acquired Tobias, but the original
company was still producing the instruments in the United States (the
following year, gibson completely took over and began producing them in
their own factories). I really can't express how awesome this bass
feels and sounds. The only problem I have had with it is the heavy wood
that it is made out of. The bass weighs a little over 10 pounds total
and it can get to you if you're playing three 1 hour long sets like I
was doing. To be perfectly honest, the only reason that I am selling it
is that I have too many basses right now and I want to reinvest the
money into somethings that would be more useful to me right now.

I just tried looking online for some info for you on the Toby series but
it seems I am having trouble as well. I do know that once Gibson
completely took over the Tobias production they turned the Toby series
into a semi-cheap version of a Tobias. As I said though, this Toby is
from before that period as it is made with quality parts and has
Bartolini pickups."

I'm waiting till I see quality pictures, but then again, I dont know squat about Tobias

Music Yo had 2 different models in the Toby series. THey had a bolt on model and a neck through model. I know the neck through model came in 4, 5, & 6 strings, I'm not sure about the bolt on one.

That being said, $800 is way too much for a used Toby that had a headstock repair, even the neck throughh ones.

It is, as he says, a Toby. The rest of his story is a bit misleading.

The Toby Pro (which this is) and even cheaper bolt on Toby Deluxe models were Korean basses made while Gibson owned the company, otherwise known as "Musicyo basses." The Pros were great basses for the money. Some have said the pickups/electronics were the weakness on these; if his has Bartolini pickups it could very well sound great. They were not produced with Bartolini pickups. Toby basses came with "Tobias" branded cheapo pickups. That upgrade plus the straplocks might make this a fair price, if it wasn't for the headstock repair he does not show. That alone would keep me away. Ebay prices for these old cheap basses have been getting higher; I've seen them go for more than $800 for a Pro 6 string. Personally I would not pay that much for one; at that price point you have a lot of options, the best of which may be to save up a few hundred more and get a really nice bass, vs an upgraded budget bass.

Ive seen used Tobias basses in Guitar Center for 700-900 dlls with guaranty.

You've either seen cheap Korean imports like this one, or perhaps Gibson made bolt on models like the Growler. If you saw a neckthrough US made Tobias for $7-900 and didn't buy it, you passed up the deal of a lifetime. I do agree the price of this one is in the range the Korean ones can go for. I do believe they were less than that new, but could be wrong.
