It’s really not that creepy; maybe mopey. Thom doth protest too much.
Creepiest song ever is "Staying Alive". I mean, it's not even sung by human beings 
The story I heard is that when Joy Division were recording this song, they were sending the feed to an empty room, in order to achieve natural reverb. On the tape someplace, they apparently heard somebody whistling the tune, even though there wasn't anybody in the room at the time. Not sure if this is really true or not, but it makes a spooky song even spookier.
I'm not going to post it, but Frankie Teardrop by Suicide is pretty freaky.
I dunno, man... it's pretty hard to beat Screamin' Jay Hawkins. He had it down to an art-form.
This song freaked me out when I first heard it, in my 6th grade classroom, no less. I still refuse to listen to it...
