do basses without a serial number mean they are fake?

Definitely real.
I'm guessing 90's early 00's? Serial was probably on a foil sticker long gone.
The pots and pups might be dated.
S/N's are also sometimes on the box the bass came in.

I would imagine that Cort came with a little sticker, at most, to indicate the serial number. I wouldn't be surprised if it didn't even have one from factory.

I build my own basses. I don't put numbers on them. Despite that, I am convinced they are real basses.

Some products may be required by law to have serial numbers (cars are), but at least throughout most of their history, basses weren't required to have them (probably still aren't). They end up on there if the manufacturer sees a benefit to having them. So, if you want to know if an instrument is "legit", first ask the manufacturer if they put serial number on them - we won't have that info here for everyone's models.

No. However, a verifiable serial # has to swing in the instrument’s favor, as far as value. Some random assembly of parts has no pedigree. But it can still be an excellent player. Depends on what you’re in it for.

My two Dano Silvertones have no serial numbers, but I know they are real

With modified Fenders you can run into neck dates, body dates and neck plate serial number dates that don't all agree. I own one and it's definitely real, just not 100% original
