I didn't read the whole thread, but don't you have to speak English to have an American citizenship? I know in Canada you have to speak French or English...

You used to but I don't know any more. She's not even a citizen though. She is a "legal US resident".

If you live here then you should speak english. But still it was bad move on the officer's part, his career is over.

I find the idea of Norwegians fining people that cannot speak Norwegian even though they are Norwegian for driving a car over-the-top ludicrous. Say I go to Africa or whatever, should I be fined for not speaking whatever down there?

Yes, its ******** to ticket someone for not speaking english, but i think this was more about that she was ticketed and could not speak english.

Because you dont speak english, does not mean you can break the law.

Of course not! She made an illegal U-Turn and should be ticketed for that, as well as not having her driver's license on her.
