Effects for making a guitar sound like a bass?

Wait sorry i just realized you said in the first post that you need a small pedal so this probably won't help. I can always have a look to see what pedals the headrush effects are based on
What songs are you trying to play? Is it original stuff or cover stuff? You said "hard rock"...
If you're trying to play heavy stuff - lots of chugging guitar - you could just EQ your guitars like Metallica did and nobody will recognize a lack of bass.
If you want separate lines and "punch", as you specified, you may be better off with some of the options in this thread.
A third option is MIDI control for a possible bassline, or a synth of some sort. This can be triggered at the beginning of your song to play for the entire time, or it can be triggered manually by you for each note you need. Alternatively, your drummer can use MIDI triggers to simulate something like a bass line to lock with his kick.
Triggering a bass note with the kick drum could work well for cover songs like Roxanne and Running with the Devil. You may be able to use hybrid approaches depending on the song you're playing.

Look for the fattest, highest-tension guitar strings that you can find and tune them down as much as you manage without getting buzz. Raising the action will help of course. I'm serious here - I own a fretless guitar and it's tuned exactly one octave higher than a 6-string bass, so I know that this works. The strings I'm using are flatwound, that might add to the effect.
