EMG J set -- neck pickup output too low to hear

Recently got a nice set of cream colored EMG J pickups off the classifieds and finally got around to setting them up. I've checked and double checked my wiring against EMG's instructions (and made sure all connectors are seated), but the issue is that the neck pickup's output is too low to hear. To be clear, it's not no output because when I plug into a tuner with the bridge volume at 0 and the neck volume at 10, it gets enough signal to tell which note I'm plucking.

This low output seems to be independent of distance between the pickup and the strings, as I unscrewed the pickup entirely and held it as close to the strings as possible without touching them. So I think it may be that the pickup isn't getting power. Are there any steps I can take to diagnose and pinpoint where the issue is?
