Actually the ejection seat should have worked just fine and would have been safe to use at ground level. Based on what I read about that incident, the issue with using the ejection seat was that it was more expensive than cutting the glass canopy (which itself cost $180,000 to replace) as it would have ruined both the seat and the canopy and the interior of the cockpit (the seat has a rocket motor).

Right, but if the canopy was stuck in place then he would have rocket-propelled his head straight into the canopy.
