It's not called a good neighbor fence because it has gaps. It's called that because it looks the same on both sides, so neither neighbor has to look at the structure.
 
In front yards/whatever the house has in front, no fence is common depending on the homeowner's needs. If they have pets or small children, they might put up a picket fence to make the space more usable. A taller, non-see through fence would go in the back, if there is one. As stated, there are regional differences

One interesting detail point is how much the zoning laws (if any - some places don't have them) in your community can strongly influence fences

For instance:

Where I live in central NJ, virtually every urban and suburban area has rigid restrictions on the height of fences. What can be quite maddening if you're a homeowner (or in the fencing business, like I used to be) is how much things can change from one situation to another. Typically, it's 6' max in the rear and 3' max in the front of a single-family home in a Residential Zone. In my own particular municipality, the demarcation line between "front" and "rear" is the wall closest to the street. Next town over, the demarcation line between the two is halfway between the two. In both cases, it's 6' absolute max height anywhere on the property and chain-link is generally acceptable, however, my town will not allow plastic "privacy" strips in any portion of a chain link fence and yet the neighboring towns do - some permit it in the rear only, some are ok with it in both front and rear chain link fences

My town will not permit any wooden fence out front that you cannot see through. Split rail is OK as is the classic picket fence. Any solid board fence (like the "good neighbor fence" pictured above) is not, even if it's only 3' high. Out back, anything goes....

Now here's where things can get really crazy.... In a purely Commercial Zone, the typical height restriction is 8' max. OTOH in some places (typically hardcore ghetto areas) up to 10' high or even higher can be permissible. Same applies to barbed or razor wire on top of a chain-link fence line: depends totally on the situation/location. Now what happens if you live in a residential house that's been 'grandfathered' into a Commercial Zone? No high fences for you, and don't even think about barbed wire, even if the buildings immediately next to you do have 10' chain-link out front with razor wire on top :hmm:

It's enough to drive you nuts sometimes....
 
I put a 6 foot wood fence up (good neighbor) because every house in my subdivision has one, typical California and I replaced the ugly chain link. I like privacy for the hot tub.

My friend that has a house that backs up to the forest in Big Bear CA would never ruin that view...no way. Only the dog owners have fences in his area. My parents have about an acre or more back east and again nobody but the dog owners have fences.

so we decide to hit the beach where the ocean is and get wild. so were gettin crazy on these whine coolers on the way down, and were half in the bag by the time we get there. so we find a nice spot on the beach near a lifeguards tower....after about two hours of sun tanning and chatting with them about my life, i hear a "POP" - its gunfire, just above my head, instinctually i jump like a cat to my feet, looking in all directions, i see a cop near the water with a loudspeaker yelling "get out of the water, SHARK!". standing, i look at the two girls and say "this aint good...but neither am i", i wink at them, their jaws drop as they know theyre about to witness first hand what "wild eagle" is capable of.

i run up to the waters edge, grab the loudspeaker, and tell everyone to stay calm, "IM ON IT". i look out into the ocean and see three things - a girl in a raft, crying, and two fins sticking out of the water, circling her. i knew in an instant what i was dealing with, the dreaded "bull shark".

the cop beside me is wiggin out like any normal man would. i grab him and slap him a few times to calm him down, and ask him if hes carrying a blade. he asks "who are you?". i say one phrase slowly for him "the queens royal navy....anymore questions clown?". he hands me a swiss army knife and i take to the water like a real aqua man. i swam out at a lightning pace which was clocked by the lifeguard at fish like speeds. under the water i can see the two large bull sharks getting ready to attack the girl, i yell as loud as i can "take me!, TAKE ME YOU CLOWNS!". next thing i know im dancing underwater with the two deadly bull sharks, they were dropping their death gaze on me. the first one comes right at me for one large bite, its mouth open. i parry it with my left shoulder and scream back "YOU WANNA GET NUTZ?", then plunge the swiss army knife deep into the sharks guts, its endtrails came out in an explosion. the other devil shark saw this and knew in its primitive mind that it stood no chance against me, it hit the bricks and went out into the deep blue. we locked eyes before it swam off, and it knew it really isnt over till one of us is dead....i said under my breath "you will taste my blade".

i breast stroked back towards the beach with the girl on my back and when we hit land i collapsed from the battle. the two girls took me back to their place and we made love on the top of their apartment building while watching the fireworks. incredible.

growing up, my backyard had a 6 or 7 ft fence around it on 2 sides (one side being the house). on the other, our neighbor had a similar fence that sloped down once it got closer to the house. lost balls/toys were no trouble. they had a pool, so they fenced it in. we had a pool, so we fenced it in. we also had a deck that put us right at the fence, so if we were out there, we could still say hi-de-ho to the neighbors. some would put gates to the other yards in the event of a lost ball or something.

across the street, a lot of dogs and standard chain link fence. at least for the people i knew well.

Kangaroos don't run. However emus do and either species can kick you to death.

No need to worry about dingoes either, the snakes and spiders got 'em all. :)

Being more serious aren't bears a problem in the US too????????????
 
I'd say less than a third of the houses in my area have fences. I do simply because I have an inground pool and it's the law, but it is only 4 ft tall and is a gapped slat good neighbor fence. I hate it. It disrupts the flow of my yard into the woods behind us and boxes everything in unnaturally.

Nope, it was that way when I lived in Allen, and just about every neighborhood I've seen in the DFW area. Here in the rural city we have a good mix of chain link and privacy fences. My house has a nice 4' chain link around the back with two single gates on the corners and a double gate near the back. I'm thinking about transplanting some bamboo that grows around my office to the house to see if I can make a privacy fence with it. We live on a corner and I want more protection for my kids and stuff.

My house was in south Fort Worth. It was 6' fences and alarm systems throughout the entire neighborhood.

I wonder if it has to do with general fear and paranoia. One thing I noticed about living near a big city is that you are continuously bombarded with news about crime and mayhem -- because it keeps you watching -- making it seem like it's much more dangerous than it really is.

I like the privacy and security. I doubt anyone will want my riding mower enough to lift it over the fence :D

Also, we found out that we have a registered sex offender living about a half block away. How did we find out? When it was written in the local paper under the crime section when he failed to check in with his parole officer. Yup, I'm paranoid, and I'm ok with that ;)
 
Pretty much everyone has a privacy fence around their backyard here. Where my wife came from up in Wisconsin they didn't and she misses having all the connected backyards with kids playing there together. I guess people don't have as many outdoor dogs there with the weather and all.
