Can anyone confirm when/whether Fender released these custom shop '60s Relic P basses? I looked at the custom shop back catalog online and couldn't see anything with this label/name. Just confirming the authenticity of this bass. Also the dots look white not clay, is this normal for a reissue?

Looks authentic to me. PM the seller to get the actual serial number and send an email to Fender Custom Care to verify and get a shop floor traveller. Looks like a good price and nothing initially that would scare me off.
You could also have the seller remove the pickguard and you should see the word “RELIC” stamped in the body. Have them get a pic of the solder joints and dates stamped on the pots, if you want to confirm everything is original.

You can spec a hootenanny strap button? Didn't know it, otherwise I would have include it in my build.Fender Custom Care should give you a much better idea of the authenticity and how the model was originally spec’d (including the headstock strap button, which you can spec).
