Fender Pickguard Question

So I got a genuine Fender replacement pickguard for my P-bass, and sadly it had no route for the truss rod (my P has the t-rod at the heel). So no big, I dremel'd myself a nice notch in it using the old pickguard which had the notch as a guide.

Anyway, here's the question: when I dremel'd the guard I noticed the top layer was peeling a bit - is there a protective film on the replacement guards? Like you find on new instruments?
