Does anybody's neck plate bulge a little bit? I was just checking out my 59 p bass and it seems like the corners are down but there is a slight bulge in the middle like the corners may be down too far. It's kind of hard to photograph but I'll try to get one.

All that counts is the little margin of the plate around the screw. That's where the force is. My plate is indented at the corners into the wood. Over time the wood compressed and it would need retightening and so on. It stands to reason that the plate would bulge up in the middle. Don't worry about it.
 
I have a question about the 64 Jazz bass. I have seen photos of 64 Jazz basses both with and without the ground strip between the back pickup and bridge. Was this something transitional during that year?

The ground strips were phased out by '64. '63 was actually the transition year for the strips (as well as the individually mounted string mutes). Most likely, the '64s you saw that had strips were actually '63s, or possibly leftover '63 bodies with '64 necks/parts.
