That's normal. It does it on my 800 also. I'm not sure what the actual reason is, but I believe it's to normalize the volume across multiple inputs.

I noticed a huge difference while playing music through the aux cable with the horn on/off. My audio sounded like mud through the aux with it off.
Playing with it off should cut out higher frequency stuff.
I have a R40 and the volume of the Aux in is controlled by the amp so it pulls a little down to even the plain.
Addressing both aspects from my 200cV3 perspective: the horn makes a difference for my Fretless JB w/tapes only when I am trying or accidentally getting a slappish sound or trying for more mwah with the bridge pickup only. Otherwise I leave it off any way. For my aux input, the horn does make a very noticeable difference. But the aux input has absolutely no effect on bass input volume or tone. Aux volume is controlled totally by the external device.
I went back and playing a guitar through it, I could only hear a slight change on the high E string when flipping the horn on and off.
This was with the high mid and treble boosted.
I plugged an ipod in the auxiliary input. Flipping the switch I could hear only a ver small difference.
So something is activating, but I would expect a horn to make more of a difference.
On bass I couldn't hear any difference. Maybe if I had some fresh bright strings I might hear something, but can't imagine much difference unless it was up around the 12th fret.
I just need to know before if that's normal for these amps before I try sending it back.
I don't know if I would ever use the horn, but if it's not working right, I want it fixed or one in which it works.
The only time the horn is "on" is if I'm playing music through the aux input. [Or when I forget to turn it off at the end of our break.] Otherwise, as stated in the manual, it adds a harshness/distortion I have no use for at all.
On the Rumble 500 horn not appealing to be working, I'm only going by bass amps with horns that I've played through in the past, that seemed to be very responsive to higher eq settings.
This one does not. If it's doing anything it is so subtle that my ears can't tell the difference.
Does it work more like a low pass/ high cut filter when off? Those seem to be practically inaudible.
I'm just not hearing any change either engaged or not, unless the bright is on and treble and high mid are way up, then it's only a subtle difference. That tells me the switch is engaging, but could the horn be messed up?
Is this the way they all respond?

IDK what you're expecting from yours. If mine was to quit, I wouldn't give the smallest ratz@$$.
I just expect stuff to work that's supposed to work.
I never use the rear windshield wiper on my car, and wouldn't have it fixed if it went out, but when I buy a new car, I think it should work.

It is pretty subtle with a bass. Plug a music source into the aux input and switch the horn on and off. You'll tell for sure if it's working.
The working of range of a four string bass is 40hz to 4Khz if you include all harmonics. I'm not sure what the horn cross over is and Fender seems loathe to give actually specs on their speakers.
I asked Eminence what a similar speaker was to the 10" in the 500c. They said it's the Delta 10b.
Frequency range of that speaker is flat to almost 3Khz. I'm guessing the horn must take over somewhere at that frequency.

I can't really hear much difference with any bass I play. But then I have a low pass filter set to about 3k anyway ;-)

I have a 200c. First thing to note is that on the combos (200 & 500), the tweeter is either OFF or -6 dB. On the 115 cab (and presumably the 210), it's a 3-position switch: OFF, -6 dB, ON. So, the highs are attenuated on the combos.
If you're not putting a lot of high freqs into it, the tweeter won't matter. But the 200 and 500 both make half-decent 6-string guitar amps! Not so much the 100 (no tweeter). And I stream Amazon Music Ultra HD through my 200 all the time. Sounds excellent.
I reckon you’ll need to use a frequency spectrum analyzer to make that determination....
I wonder if a look by an Authorized Fender Service Center might ease your mind? If they find it to be within normal parameters, it may cost you a few bucks service fee. Otherwise, they can certainly certainly fix or replace it under warranty. Just a thought.

I think my repair guy is authorized to fix warranty stuff for Fender, I'll check with him.
I was kind of fishing around to see if it was just me or if it's really so subtle as not to be able to really tell.
He could definitely tell if something is wrong with it, I was just thinking since it was new the place I bought it from would replace it, but since I ordered it, they would pay shipping back if it's faulty, but if they got it back and it's doing what it's supposed, they would charge my card for shipping.... So it may be worth letting him have a go at it.
If GC was open I'd go try one out and see if it's doing the same...but had they been open, I would've just gotten it from them and taken it all up with them in person.
Oh well, I know it's not that big of a deal. I'm just kindcof anal about new stuff working right...

But they're great to have if you need or want them.
(And one of the nice things about controls--you can have them on or off & you can turn dials up or down to suit what you want)
For me the nicest one & the one I use the most is the Vintage button---it's almost always on for me.
(I have a Rumble 40)
When I try the vintage button at band volume it becomes way to boomy. Usually run my 500c pretty flat and sometimes with the contour on. Sounds so good.
Yeah--it will depend on context,, just as any control.
For me it gives me a better sound & I cut through better.
