I imagine that this is the time when the spring and summer festivals are booking. But damned if I can find a cohesive list of BG / BG-friendly festivals. Does such an animal exist?

You might keep an eye out on Blugrasstoday.com. The festivals all seem to advertise there from time to time and the writers and viewers post about them as well.
I personally enjoy the Walnut Valley festival in Winfield KS. It is held the 3rd week of Sept every year. 2014 will mark the 43 anniversary.

The magazine Bluegrass Unlimited publishes a comprehensive list of festivals, promoter, etc every year.Not sure which issue. You might try their web site or call them.
Yep, BU. I think it's the February edition, but it may be December.
In my experience, booking for most majors is done by now--October is the big month.
