So hypothetical... You find something like this and you take it to a luthier to have it professionally restored... What does a half a year restoration cost? (I know it can vary so much... Just a rough idea)
Here's my own rescue - it's taken years... and several thousand... but... we tested the bass "in the white" a few weeks ago, with some old Permanent strings, and it was just a sweet, Italian sounding bass.
Don't do it without time, patience, money and a friendly luthier
