Dude, When you was a bass beginner, when you was starting bass playing, I'm sure there was someone who inspired you to play bass right?
And i meant that in the beginning fase of bass playing kids are under influence of their favourite bassists right?
So when their favourite punk bassists are playing with a pick, those kids want to be like 'em and so they start learning bass playing with a pick right? And it's a closed circle you know.

is it clear now?

i think its more of a tonal thing... a pick means you can cut thru, even with sub-standard back line or bass.

Plus a lot of punk bands are 3 piece. and you definitely need to stand out in a 3 piece. (I include singers who only sing in that category: 1 guitard, 1 bass, 1 drum)

Bull-dejecta. I know tons of bands where bassplayers use pick and bass on records S U X and is unhearable.
On other side i know tons of bands wth bassists playing with fingers and bass is mad, loud, strong and cuts thru like a steel.

So partially i agree with U, but in my opinion most of the time using pick is more of an easy-way-to-play-fast thing.

I just found your turn of phrase strange. And playing bass with a pick is not a dead end.

Here is Greg Norton from Husker Du played mostly with his fingers and it cuts through just fine IMHO:
