Foam Under Pickups-Raising/lowering problem

I recently got some Wilde P-46 pups for my hwy 1 P bass. I left the same foam under the pickups that were previously there. However, my pickups dont seem to go up or down much when I adjust the screws. Whats going on here?

They also appear to be crooked. Not in terms of treble vs bass side of the pickup(as these will obviously be angled), but theyre dipping towards the bridge. Any suggestions?
 
Check the depth of the pickups. If they're different from what you replaced, you may want to adjust or replace the foam to compensate. Also check luthier threads on this topic. Some folks use springs in place of foam. I've seen that but never tried it.
