How about you just apply the rules as written?
"Radio communications ... will be removed from the broadcast..." So the FIA doesn't want the fans to know how the teams are trying to manipulate the RD into giving them a favorable ruling. It will still happen, just away from the fans ears.
Unsurprising, this was all but a guarantee after the FIA decided not to overturn things. I'd never been a fan of Masi during his tenure, but this was the icing on a very disappointing cake.
In other words...

Lots of rules and laws get reassessed and sometimes even changed, over the years. This is one of them, perhaps.
Those communications should never have been broadcast publicly in the first place, IMO. That is "behind the doors" kind of stuff that should stay behind the doors.
I'm glad they were broadcast. Let everyone know the disgraceful farce that was about to occur.
