Further information about string change

I need some tips about how to change the strings, since I never changed them yet. I already read a lot about that and watched a lot of videos, but I still have doubt about a couple of things.

First, since I have to take off all of the strings in order to be able to clean the fretboard properly, when I restring the bass I have to put one string and tune it to the right pitch, then put another string and do the same work, and so on?
Or I have to put on all the strings tighten them just a little and tune them when all of them are on the bass?

And second thing, my truss rod is a little loose, so the string tension is higher, and it will be even more higher since the new strings have a little heavier gauge than my current. I don't want to break nor the new strings, neither the truss rud. Can be a good idea to tighten the truss rod before I change the strings, of course with my current strings on, to prevent an extra tension to the new strings? Or is useless?

I put all of the new strings on and then tune them to pitch.

The truss rod does not affect string tension; string gauge, string construction and the pitch you are tuning to do. I’d recommend you change the strings, tune the bass and then measure the neck relief and then adjust your truss rod as necessary. Don’t turn the truss rod more than one quarter turn per day.
