I observe most Americans who work the street are freelance.
It is about a 10 minute walk from my residenza to work in Milan. I cross one five way intersection that is heavily worked by eastern Europeans. One day I see the regulars have been replaced overnight. One of them who works the busiest bit looks like he's been kneecapped.
The penny drops. They have managers.
This is not what I see each day at NY Penn Station, or at PATH WTC, and very definitely not what I see on Hollywood Boulevard.
For sure they have managers and territories. Girls sit on the sidewalk during the day with a cardboard sign and pleading for money. Sometimes you see a guy showing up collecting the cash. I suspect that they are probably sold on street corners at night.
Then there are the Gypsies who have the whole family working scams. This includes old grandma who can't speak english shoving a card into people's faces asking for money.
For years there was a guy with a sign around his neck and white cane stating that he was a blind vietnam vet. I've seen him going home in his car, he isn't blind and probably isn't a veteran.
Back to what Jim was saying about the BMW owner. I used to go to a magazine store that had a club upstairs. I saw a group of kids pull up into the parking lot next door. New looking car. The driver told everyone to spend a half hour pan handling before they went into the club to pay for parking and drinks.
