The answer won't be as clear-cut and simple as you'd like, but you can try to PM Narud and Pickle for a lesson in 70's jazz basses on steroids.

get your gear as close as possible to marcus' and, more than anything else, practice, practice, practice!

I agree that there's no clear-cut answer, but IMO the most crucial element is a Fender-style bass with Jazz-style pickups and pickup placement.
Sure, technique is important too, but I see cats out there copping the Marcus tone, Jaco tone, etc... on J-style basses.
